Overview and Findings to Date
The international and national policies to meet the challenges of climate change and energy utilisation will be followed and tested against the requirements of the urban energy system in the City region of Gauteng. In this context the potentials and constraints of using clean development mechanisms (CDM) for pushing climate change related projects are especially evaluated.
Objectives of the Project
- Providing the communities with awareness on climate change capacity
- Transfer of knowledge about CDM for companies, local authorities and project developers
- Identification of possible CDM projects in the sector of energy efficiency, solar energy and transport
- Developing a CDM-Tool for a first relevance check in reference to the new aspects of the UNFCCC
- Tool-integration in the model covering the area under investigation
- Research for CDM-Projects in the range of transport, households and energy supply
Expected Contributions to an Energy and Climate Efficient Development of Future Megacities
- Knowledge, Technologies and Performance
- Providing the South African communities with awareness and knowledge on climate change capacity under the UNFCCC and on CDM
- Reaching Awareness with starting seminars, training courses and final seminars for Investment Promotion
- Selecting new project types from the UNFCC for South Africa conditions
- Ongoing Processes
- Developing guidelines for the transferability of new measures and project types for the JET surroundings
- Checking the PIN results for the customers
- Developing check lists for potential CDM projects
- Applicable Instruments, Tools and Methodologies
- The used methodology could be described as:
‘Providing the South African communities with awareness and knowledge about climate change by designing projects for seminars and training courses for e.g. investment promotions’
- The CDM is an ongoing process by checking the transferability of well known measures to the JET – surrounding
- For this, a Tool will be developed to calculate the CO2 reduction potential
- The targets could be reached with the following working steps:
- Seminars
- Training
- Tool development
- Project planning
- Monitoring
- Re-design and improvement of project
- Iterative optimisation of project set-up
- Result of the previous steps: Suggestion of measures to be implemented in the City Region of Gauteng Area. Capacity Building, Integration and Networking of Institutions
- Energy issues for the city region of Gauteng are very well described in several studies. It’s outlined, that Energy / Environment Interfaces have become an area of increasing importance to researchers, scientists, politicians, business leaders and the public authorities
- South Africa's CDM potential is rated as high
- South Africa ranks 15th worldwide for emissions of CO2
- Socio-Economic, Integrative and Overall Sustainability Aspects
As already described in Module 4, by 2030 Johannesburg will be a world-class City and the whole City Region of Gauteng will grow up very fast.
On this assumption in the Act 2004 mechanisms, systems and procedures are established to attain compliance with ambient air quality standards, national norms and standards for air quality management planning. The recognized strong willingness for a contribution to sustainable know-how-transfer will effect the climate protection situations throughout and over the project period.
Cooperative Partners in Host Country
Based on the pre phase experience of Module 4 it could be expected a good and successful level of collaboration and an agreement with the local partners like the administrative bodies, public transport and energy supply companies and research institutes.
